You might have a timer on the line, so you have to press the button or do nothing.

If you push the button, 100 criminals die, morally not great, but legally you're likely in the clear.

But if you do nothing, 100 innocent civilians die, which will get you charged if you kill people like a cop, mayor or politician.

Both of your interpretations are flawed and introduce a new factor: society. How much does society know about this scenario I was placed in?

Killing a criminal is still murder, and I find it very hard to believe that lawyers would charge you with murder for not doing anything and letting 100 citizens die over 100 criminals.
