How can I report an opponent who, instead of surrendering, waits for time to run out?

Many times the opponent wants to annoy me, he waits for the time to run out even though it is proven that he has lost

This bad behaviour will be auto detected by lichess.

I recommend blocking such opponents.

Just write a report, include game link and explain the situation in detail

It is not proven he has lost until he has lost.
