Whites rook on the 4th rank is strong. If black plays Nf6, preventing Rg4, White can play the annoying Rb4.

Indeed white scores well in these kind of positions, += usually. Black hates them, quite gloomy. Probably a draw by best play.
PS: I actually played this line on a regular basis, a pet line of mine. But early Qc7 is somewhat out of date.
