It says “game over” even though after 28... Kxb6 white can still make legal moves

It's a draw. White only has a king and light squared bishops and cannot deliver checkmate.

Shouldn’t it be 0.0

It should be 0.0, yes. Stockfish, despite being the strongest chess program in the world, has a blind spot searching in positions where there are multiple bishops on the same coloured square, and doesn't see the draw until it's on the board. I'm sure the Stockfish team is aware of this flaw, but won't fix it because the fix would weaken the overall strength of the engine, and because positions with multiple bishops on same coloured squares are extremely rare in real life games.
