I think it's about time for Lichess to remove bonusses to players with bad connections when it comes to fast game controls.
If they suffer from bad connections they can play a slower time control and let those who actually invest in getting a good connection, to be able to use it.
The advantage of laggers in Hyperbullet games is immense and irrational, rendering them unbeatable & extremely fun-deducting. Thus the lag cheaters.

"Estimate total seconds" is the familiar formula i = basemin + (incmin * 2/3), so the maximum lag compensation quota...
15 (1/4+0) => 20
30 (1/2+0) => 35 <-- about 2x compensation as 1/4+0
40 (0+1) => 40
60 (1+0) => 45 <-- about 1x compensation as 1/2+0
90 (1.5+0) => 52.5
120 (2+0) => 60
180 (3+0) => 100
I guess I propose a simple lag quota compensation formula:
MAX(20, MIN(100, config.estimateTotalSeconds/2 + 15))
15 (1/4+0) => 20
30 (1/2+0) => 30 <-- (-5)
40 (0+1) => 35 <-- (-5)
60 (1+0) => 45
90 (1.5+0) => 60 <-- (+7.5)
120 (2+0) => 75 <-- (+15)

How to "invest in getting a good connection" if the server is far away and Lichess is the only platform where you have such a huge delay? Do you really want a hyperbullet and bullet chess become a "fast connection" competition? Sounds like a great sport activity, yeah

For example I lose 1 second each time I do not pre-move in bullet TC. No matter how fast my response is, I lose 1 sec + time to react + time to think + time to physically make a move. So I think Lichess is already a fast connection competition for fast TCs. If you think that some compensations may make your "slow-connection" opponent benefit from this 1 second tax per move - you are wrong. Time format 1-1 is extremely hard, and if your opponent is fast enough, so you can't pre-move the debut stage, you lose 10 seconds right away.

If lag compensation worked as it supposed to, then there wouldn't be any lag cheaters.

Going through the leaderboard and looking at players who are online I couldn't find a single person who had more than 3 bars showing in their connection, with most being 2 bars. I suspect this will be fixed shortly and is just some hiccup in the hosting, but right now lichess is showing I have a ping of 350 ms, while all 3 speedtests I've done today to double check this number show it to be around 30 ms.

You're entirely right. Laggers being promoted to play fast time controls is a kind of cheat, in fact, they're allowed to cheat because the infamous, badly designed, and worst-developed lag compensation does the rest, giving an unaffordable advantage to the poor Internet users.
But you know what? A very high number of Lichess users are located in undeveloped countries, with very poor Internet infrastructures, so, in the end, they form the big pool of Lichess "clients".
I've got a 1Gb symmetric Internet with very low ping and game after game, I see my opponent's clock going up and down.
And you know what more? People here don't understand what lag compensation does and provokes. For them, Lichess is a paradise and everything is working smoothly and ... just perfect!
We're wrong, they're right, period.
I will eventually leave this server, because, honestly, I can stand all this stuff for more time.
