Blocked center chain - what is best plan?

How would you approach this position? Engine suggests a5 blocking queenside, is it good idea? I was afraid white would be able block kingside then.

I would block the queenside and go for the kingside

Yeah, so I would probably lock the queenside. White can never ever lock the kingside in my opinion. I guess white's position is so cramped black can even take out 25 moves to optimally place his pieces before pushing his kingside pawns.

How would you go with kingside attack? Imagine white would play h3 at some point, then going g5 would allow trade his bad bishop for knight.

What I try to do in these kind of positions is to never go for an attack
I will put my one knight on b4 and if h3 comes at some point then other knight on g3
Double my rooks on h file from 3rd rank
After all is set and done , Then play Kh8 and You will feel like Petrosian
