She is not turning the articles to the senate not because she has no balls, she is waiting so that more of the public becomes aware of the perfidy of Trump; when the public winds blow more favorably, she will give the case to the senate. Once the senators realize that it is their dick or Trump's dick on the chopping block, they will have an easier time judging the case on its merits and not on their convenience...
