It is not bad, and it's definitely not cheating. It's actually a very nice tool that must be promoted because it's a great equalizer when it comes to mouse quality and skills. That's precisely why many bullet players hate it because they delight in their mouse skills, and don't want to see that taken from them. They want to keep that edge over their opponents.
But if you have a bad mouse the solution is not to ban gaming mice. The keyboard extension (which is in fact keyboard+mouse) is simply a superior tool over using just the mouse, otherwise it doesn't add anything to your game it just removes the time it takes to drag a piece around.

I can't stress this enough: If someone is better than you at something, because he is using a tool that is also available to yourself and sitting right in front of you, but you are too lazy to acquire the particular skill to use it, it's nobody's fault but your own if you lose.
