Winning position or not?

It is won for White.
He can move the king to d4 and Black can still not play g3. Only when he goes to c5 Black can play g3, but then it is too late. He gets mated.
Indeed. Remember that White can maneuvre within the square h1-h4-d4-d1 without risking anything. And on d4 he is close enough to his pawns in order to support them in great Reti style.
b7 blundered the half point - the Position is a draw. Kc5 can be answered with Kc7. Then the White king has to retreat.

With the pawn still on b6 the Position would be a win. but it is rather tricky. instead of the b-pawn the c-pawn should be advanced to c7, White needs to bring the king to d4 when the black king is forced to go to c8. Then Kc5 threatens mate, no time for black to move his pawn. Kb7 is forced and Kd6 and White is too fast for black to get a drwa,

If White needs to win or whatever side has this position I found one. Though in order for the side to draw they would have to make all the correct checks for 50 moves in a tournament. Against a casual player you can call it a draw then go out for pizza. ;)
