Why does this end in a draw?

It's not a 3 fold répétition, far from 50 moves, not pat.. I don't get it

It is, the same position occurred after 60. Kh1, 62. Rb5 and 66. Rb5 as indicated by the circled numbers in the notation.

53.Rb6 may be better choice. The pawn exchange is enforced this way.
53.Rb6 g4+ 54.hxg4+ fxg4+ 55.Kxf4 g3 ( 55...h3 56.Kg3 ) 56.Kf3 *
In any case powns will be locked and losted. I think black will can not keep equality after 53.Rb6

And take a look at your position on moves 60 , 62 ,66. It is equal. So after 3 position repetition is a draw
