Its sandbagging. You can report both of them for sanbagging/match fixing/ boosting category and they will get a warning ( lightest consequence)

Another possibility for Game 1 - opponent faced network issues hence couldn't reconnect in time, hence having to forfeit.

As for the second one, it seems to be a one-off when I check the games immediately before and after but I'm no expert in this. They may have their own reason for resigning first move. But in general, in some cases, first move resignation may be a precursor to potential sandbagging.
