@DST001 has to win bitcoins at a bitchess hyperbullet tournaments in order to be able to pay anything. Since @DST001 never plays any rated hyperbullet games with anyone 2400+, he will never have enough money to pay anyone. In any event, the tournament that @jposthuma won is way easier than any bitchess hyperbullet tournament.
