What's the problem anyway? You're a strong player, so if they're bad, then crush them quickly, and if they're an engine then there's no harm in the challenge

@mysterious_expert you can simply adjust the challenge so that only players above a specific rating (in this case above say 1800) can accept your challenge, thereby blocking most provisional players who have played less than 5 games
How are they get a real rating if nobody plays against them when they have a provisional? Or you mean you'd like us others to play against them but you don't want to do your share?
