How do you propose a cheater is blocked from creating a new account if they use a new IP address and a different email address?
They appeal to lichess and get a second chance.

If an IP address opens up many accounts and they are repeatedly banned, their IP address can be backlisted from the site (they can no longer access the site from that computer). Here are a few examples of when this has happened:
