Are unfair play detection monitored in casual play?

I prefer playing unrated games to just chill and relax, but it is getting less and less pleasant to do so as cheating is becoming more and more and also the lack of netiquette is often a real problem when trying to just enjoy a friendly/casual game ...

Uncertain that there is "cheating" actually going on. But matchmaking at level instead of random draw would be nice. If turned off "automated systems" causes this, I would like to ask for it to be there. When I play it feels more like playing very advanced humans than the computer.
