In my settings, I turned takebacks off in rated games, so they can neither be requested nor granted. I would never ask for one (and it has bitten me a few times), so on the philosophy of fair and ethical play, nor would I grant one. Turning off the ability to even ask circumvents the entire issue and lets me keep my focus on the game instead of a "should I/shouldn't I" question of takebacks. I think of it as the internet equivalent of the touch-move rule.
In any case, that was no misclick in the game you show. He just went blind wanting to give a check.
I would give takeback but some people don't accept takeback's. So it is posibile that the person You played won't accept takeback's but other people will accept takeback's.
If I was white, I would offer a takeback and if declined, resign.
But if was black, I would not offer a takeback and if my opponent offers, simply decline.

Actually looking back that didn't seem like a misclick, it looked like a blunder to me. So looking back I probably wouldn't have offered a takeback(it seemed like he played too fast and didn't just look at the board properly or long enough).
I have a no takeback policy. Takebacks just lead to discussions. Was it a mouse slip? Was it a blunder? So I have activated "takebacks never". I don't want takebacks and I don't give takebacks. There is a "click two squares" option if people have problems with dragging pieces.
