Timeouts only occur due to repetitive behavior. Making a mistake once won't result in any timeout punishment... however, aborting many games, timing out, etc. often will result in timeouts as it is a repeating pattern of bad behavior.

Start AND finish every game you join and you should have no future problems.

No. You got timed out for not moving your pieces. You can appeal at such times.
