What are the rules with posting links?

I hold simuls with friends of mine on lichess somewhat regularly. Only titled players get their simuls on the front page so I have to find other ways to notify people.
When I create a new simul, there's a message which says "Share this URL to get people to enter your simul".
I usually put a link to my simul on a tournament or something, and nothing has ever happened. Usually a couple people will follow that link and we'll have a game.

However, I put a link to my simul on a tournament today and I got a 10 minute time out for spamming.
It tells you to share the link, so I did, in 1 place only and I got a timeout for spamming.

My questions are:
Where are you allowed to put links?
What changed with the rules? because I was never previously timed out for this.

If anyone could offer some insight that would be appreciated. Thanks :)

The rules didn't change-- advertising in the tournament chat has been frowned upon for as long as I can remember.

If you are doing your simuls with a group of friends, you could try DMing them the link.

Yeah I can understand that, but I've never had any problems with it before.
Maybe they've just become a bit more strict on it.
I'm not really one to self-advertise but otherwise I can't get anybody in my simul so it's basically the only option.
I would just like a clear yes or no as to whether you're allowed to post links.

On the Titled arena for example, there was an IM who put a link to his youtube channel and asked for people to sub, but he didn't get his link removed or timed out.
It seems some people get theirs removed and others don't.

I'm just slightly confused because people do it and don't get timed out, it seems that titled players get away with it more.

It's a shame cos I can't really do simuls otherwise, but I'll just have to go with that.

From what I can tell, chat room enforcement is a result of the discretion of the mods, rather than any definitive rules.

As for promotional avenues, some teams may be open to you advertising your simuls in their forums.
