Confused about Sledging definition in ToS

I recently re-read ToS and this paragraph surprised me :

"Sledging - Whilst linked to the communications section in our Community Guidelines, this is the use of chat, draw offers, move take-back requests, time addition, or challenge to a game offers to intentionally distract or throw off an opponent or player"

What does it mean exactly "throw off" in this context?
Is it mean that a lot of requests may somehow DoS the opponent and make him disconnect?
