Cann't send challenge

I have a problem, when trying to send challange to one user. There is error:
"Cannot challenge due to provisional Blitz rating."

But I didn't choose any restrictions in my settings. What can be the problem?

you can't challenge people with provisional ratings

You can't challenge people that have provisional ratings(with a question mark next to the rating). It's not a thing you can change, you just can't challenge them. They can challenge you, however. It's not an error, it's just the way it is.
