You can, if you have more than one email. But you can't use your other account for your advantage, like playing against your other account to gain rating.

You can as long as you dont excessivley multi-account, use your accounts to troll or hate, or literally no reason to have 20 accounts lol. A good reason to have a second account is for a bot, blindfold chess, keyboard account or maybe one backup account for when you need it.
