When a player with a 1700+ rating refuses a draw and keeps playing ( with no time control issues ) a book draw such as king and pawn on the A or H file against your king ( which is in position) ?

I don't know.
I've played tournaments in person where people 200 pts under me have just decimated me from the beginning, and I've beat people 400 pts over me handily. Not on average of course, but people do play wildly outside their rating sometimes.
Sometimes I'll play crap chess inebriated for a month and my rating drops to like 1600, but I'm still a 2000-2200 player underneath that, when I come back sober I'll play way beyond my rating. So you never know really.
