What does the greater good look like?

let's say on the X axis, between -100% and +100%, measures freedom.
-100% represents slavery for gov't purposes.
+100% represents servant for gov't purposes.
0% represents a ~50% tax rate from all taxes collected, examples below:
from: sales tax, income tax, property tax, death tax, inheritance tax, inflation - printing money tax, etc.

let's say on the Y axis, between -100% and +100%, measures the solution gov't funds.
-100% represents funding the worst idea.
+100% represents funding the best idea.
0% represents funding an idea that people would statistically do themself anyway not needing gov't to fund it.
funding: national defense, healthcare, police/fire, food stamps, welfare, k-12 edu, etc.

Here's an example of a specific, where i feel (-100%, -100%) on the issue:
USA government funds abortions via planned parenthood. i feel this is a horrible idea to fund.
my solution would comprimise between funding law & order - abortion is a crime, with being +50% on the freedom scale, not enslaving myself to over-fund justice. i think this issue can't be swept under the rug, hence some gov't funding is needed without over-funding the solution. people can repent too - even though some would call this being a softy on crime.

in general, there are 3 colors to every issue:
color A = no funding. people are free to do what they want, no direction for the contraversal position.
color B = fund in the + direction for the contraversal position.
color C = fund in the - direction for the contraversal position.

Thoughts: When is the greater good > freedom? When is freedom > greater good? When is the greater good the opposite of what gov't should be doing?
