yes. a time clock cheat is a player who can add on any amount of seconds to his clock if he needs it. they inhabit blitz games mainly, where time is crucial to the outcome. apparently there is a widely available computer program which they download and use on this site.
why?
because they are very sad and lonely people who get some sort of satisfaction from cheating at chess (and probably everything else)

I know that some people believe in things that simply don't exist, and no rational explanation can convince them otherwise.

The time issues exist of course, due to network issues, for example your opponent made a move but you see it some seconds later only. I once lost a game waiting several minutes for a move and thought that my opponent left the game; I saw the move after resetting my browser only. But these aren't cheats.
