#10 You would cancel a premove almost exactly the same way you do currently. That is, left or right-clicking anywhere on the board would cancel all your premoves. The only difference is that if you left-click then make a move it would be added to the list. This would make canceling premoves with a left-click slightly slower since the board could not cancel your premoves until you had stopped clicking and not tried to move a piece. But you could always cancel all your premoves instantly with a right-click.
I don't play a ton of bullet, but I don't understand how a position could arise that isn't already a draw where a lone king could never lose on time by making multiple premoves. In some ways, I think that might make it easier to predict where a king is going. If you know that a king will always choose the first legal move that keeps it towards the center, it is actually easier to calculate how to mate. The other chess website allows both simultaneous and consecutive premoves, and it doesn't seem like they have problems with unfairness in bullet, but I may be wrong.

#9 Before I open an issue on the Lila Github, I am recommended to get input from the community to make a case that the issue is actually supported, so you very well could be influential in deciding whether the feature is implemented.

It arises fairly often in bullet where you have a situation with a lone (or nearly lone) king vs. a stronger opponent with less time. Or just a situation where it's a time scramble and you're trying to deliver checks or other forcing moves to waste your opponent's time. If you can premove two or three move at once, then you should always be able to, if you're fast enough, premove at least one legal move each turn (whereas in the current situation, you can lose your premove and be forced to do something else), and therefore not ever lose time.
The other chess website makes you lose time on a premove to prevent situations where players can theoretically premove forever.

Regardless, this is IMHO a MAJOR change to how the most popular time control is played on Lichess and I would not recommend doing this on a whim.
