It's very common nowadays with people exploiting new accounts rating deviation for a higher score, especially in the variant racing kings. For example, let's say I'm 2000 rated player top 100 ranked, I create a new account and won against a 1900-2000 rated player, I would instantly gain 700 ratings and be 2200? rating, which would be the top 15 if I can keep my rating. Then you win against another 1900-2000 rated player, which would score you to around 2300-2400, which is easily top 3 already. Then all you have to do next is to keep playing against low rated players, to lower the rating deviation and you would be ranked top 3!
I believe that rating deviation should vary between variants, a max of 700 rating gain in the first game is too much in racing kings, maybe it's ok for bullet or blitz, but maybe a max of 500 rating gain or lower would be better for a smaller variant.

That is not how rd works. To get a ranking in a variant your rd<60 (I think but might be 65 or so ) and to get a low rd you have to play players around your level. If you are rated around 2300 with an rd of around 70, to get to 65 you would either have to play 2200 or higher players or play hundreds of games. If you only play 1900-2000 then your rd will increase due to inactivity faster than it drops a little bit by farming lower rated players and you have to play many games everyday to lower your rd. After that, you might get rank-banned like @ teilchen if you only play extremely lower rated opponents.
