I don't think people use it often, but probably used to write down specific lines or plans you have during a game.

I think in game analysis/replays it shows your notes but I'm not sure about it, but I've only ever used notes once in a game and it was a correspondence game because I didn't want to forget my plan.

I usually play in zen mode so I don't often use the notes feature that for people.

The notes feature for games I use a lot more. Mostly to record what I think were critical moves, and lines I'll want to look at when the game ends.
