This is certainly not true, lichess doesn't ban the sibling for playing on the same pc, it bans the sibling if they have violated the tos.

It does count as multiple account, but it is allowed. Another legit reason for creating a second account is for blindfold mode purposes.
Generally multi accounting is not forbidden as long as there is a legit reason behind, you don't make an excessive number of accounts and of course if you're not making a new account if your previous one was banned, as that would be ban evasion.
