It sounds like almost always a sore loser and very unsportsman. If his clock runs out maybe they can make count as an abandon game same as disconnect. If he just make you wait and moves with one second that's different. He can say “I can use my time any ways I want!” That line is used more by other players. The ones who deliberate match for 30 minutes and know they will cut time in half by playing bullet and offering none of their time back. Ambush chess. Just lie about the game agreement. It is epidemic on internet and makes Classical Elos very distorted. A server will always defend these players. Because it is true they can use clock any way they want. It is a much bigger problem than the mate in one quitter. At least he eventually loses one way or another anyway. I’d like to see both problems not exist.
When you are talking about classical players playing bullet, do you mean a guy that opens a thirty minute game, plays one move, and waits until there is only one minute left and blitzes out the remaining moves?
Or do you mean a guy that simply plays fast?
I see no problem with playing against the latter - I myself like to blitz out moves no matter the time control, and often pay a hefty price for it :) You would get rewarded for their speed handsomely.
As for the first one, pretty sure it would fall under stalling. Just use Lichess.org/report

Often it's actually something worse thanjust stalling. I've seen this in lichess-swiss 30+0 tournaments: there are players who wait with their first move until their time is almost up and then play a move, hoping that their opponent is no longer waiting so that they would score a cheap "win". When the opponent responds, they usually play few more moves and resign or let the time run out. Sometimes they wait only for half of the time and then try again. I've even seen a user who tried to pull this trick in every round of a tournament.

It is a difference from what is legal and what is ethical. A player matching 30 and knowing they will offer no time. That makes it 15. They are in control of making it same as 15. It is only not honest. It is also a way to ambush opponent. A player asking for 30 will obviously not be prepared for blitz and the troll knows this. If they wanted 15 they would have posted it. Some games go fast anyway if you know the line. Fine. I'm talking about players who make an Elo out of it. They lie about time control and go 1900. Then try to talk to them later and they don't know words like fork and pin. It's ridiculous.
