A lot of players let the time run out when playing with me and this keeps happening despite this message. Is this rule being aplied? and if so: is there a limit of times the player can do that without being temporarily banned? Also I can not see this message when using the mobile app.

It's enforced and handled automatically based on certain parameters that, to be fair, I don't know because I'm not a dev and can't read code.
But yes, if someone doesn't stop leaving/stalling/aborting games the system applies a temporary ban, called playban, where the player is not able to start new games for a limited time. This period increases progressively should the infractions increase as well. In extremely bad cases the account can also be closed.

No, still report. Not all abandons are the same. Sometimes it's obviously a bad connection or something. Other times they go microwave a burrito because the are losing and they have maturity of a 4 year old. I've had opponents run 20 minutes off the clock in classical. This deserves an instant ban. I came to play chess, not watch a clock run out. Lichess needs to address this.

Can you clarify what you mean by "extremely bad cases". Does this mean many infractions, or a person who lets a 30+0 game run out after they hang a queen?

Can you clarify what you mean by "extremely bad cases". Does this mean many infractions, or a person who lets a 30+0 game run out after they hang a queen?

So if I loose connection, it has no sense trying to come back as quick as possible, cause even if my connection would work again, Lichess forbids me to continue playing? So next time I'd better have a cup of coffee, instead of desperately trying to come back ... Probably hours I wasted by trying to come back as quick as possible without any success - it would be nice from lichess to post a hint that it is completely useless and that it is maybe no longer the bad connection but Lichess that doesn't enable to continue the game ...

Thank you very much for your answers. One last thing: why I can not see that message on the chat when playing on the phone app? Many people play with the app. It does not make any sense if they let the time run out and they do not see the warning.
Regarding reporting: it worries me reporting someone who has lost connection (meaning is not their fault).
