Don't send people personal messages to invite them to your team (unless maybe there's a really good reason like you know them personally or they agreed to let you notify them about stuff). Nobody likes getting spam like that and it will get you banned if you overdo it.

The limit I was talking about is for team messages. I don't think there's a limit on normal messages (or at least not one that you should ever reach; there's certainly one if you spam a ton).

And no, I don't think it's written down somewhere, presumably in part because it's not really something strictly fixed and may be changed over time.
