I understand it as one isn't allowed to login to Lichess when connected to Tor network.
But one can still play on Lichess, without login, when connected to Tor network.
So the intent to be anonymous by using Tor is somewhat enforced.

I think this is probably a measure to catch banned cheaters who repeatedly create new accounts.

Note quite #2. You can't sign up through TOR (that was required to fight spam bots) but you can login and use lichess normally.
