The last pawn move was 26... c6. After that there is 27...Kh6. The king moves away with 30... Kg7 and back with 31... Kh6 — but that's only repeating the position once i.e., two-fold repetition. It needs to be three-fold for a draw. Seems like a bug.

Since you're probably confused...it's only the position that matters, not position + last move. So you don't need to have a 3rd king moving to h6, because it's already there. It's the queen that wasn't in g6 that moving to g6 triggers the draw.

I think it would be good if Lichess highlighted the moves where the position was repeated, because these kinds of posts seem pretty common.
Also, funny story: Once I was at an OTB chess tournament, and I claimed a draw by repetition against a higher rated opponent but the TDs couldn't accept it because I showed the wrong moves on my score sheet (the position had repeated three times, but at different points in the game than I showed). The game went on and was eventually drawn anyway, but lasted 5 and a half hours and was the last game to finish in that round! I even had a couple chances to win, but I was low on time and miscalculated that they didn't work.

Your anecdote also hints at a difference between online and OTB chess: OTB, the player has to be vigilant himself to spot the 3-fold repetition, and be careful not to make a wrong claim, which would be rather embarrassing I guess.
In online chess, especially in bullet and blitz, sometimes both players are surprised when the computer highlights the option to draw by 3-fold repetition (;.

I once made a false claim. Your clock ticks on while the TD investigates the claim...and if he finds it invalid, you have that much less time left.
