I am looking for a chess GUI that has the algorithm to perform an entire pgn analysis the way lichess does using its "computer analysis" function. The user should be able to set the engine of choice and the desired depth and the gui will perform the analysis. Is there such a program today ?

I literally suck in technology so probably my comment will be useless, but maybe you can just download stockfish on your computer?

#2 I guess he was asking for an offline solution for the analysis graph that lichess provides.
#1 I, too, wish there was something available.

The GUI's of commercial ChessBase programs, like Fritz, Shredder and Rybka, back when I still used them, had functions like "blunder check" and "auto annotate" etc. Unless those haven't improved in the last few years, I'd say the functionality is somewhat less convenient than that of Lichess though. But they do have the options you desire: free engine choice and variable analysis time/depth. There are probably free alternatives as well.

The only way is to export the PGN into a local app/engine and analyse it from there. Fishnet, the software Lichess uses to analyse games, is only available online(for the official site).

This might be what you are looking for. It's useful for analysis of regular chess as well as variants (if using Fairy Stockfish 13).
I don't know for sure if it works EXACTLY like lichess analysis, but from my couple times using it, seems to be similar.
