I'm not sure the main issue is whether or not it can be done. Or even whether Lichess should prioritize making any needed changes over other things it wants to do with its limited resources. I think the deal basically is that there are benefits to Lichess and its community if people use a registered account. Allowing no-account players is good for helping to reel in more new users in the hope they register. Limiting features is one way to help convince them to register.

Yes, browser local storage would be a sensible approach. Someone who really wants to support anonymous prefs and puts the time in could make it happen. Whether that hypothetical developer exists and whether their code would get merged are the questions.
