It's important to note that his account was flagged for rating manipulation, not for cheating (engine assistance). As he's now closed his account, it's awfully hard to see his game history.

Moderators have their motives and can't speak about it AFAIK.
If the person banned have such strong innocence evidence, such a video, then he can directly appeal.
Why you are involved in the process in the first place is something not clear to me.
That said a feedback on cheating detection is very hard to handle, because cheating detection procedures are secret by design..a design I didn't like but in any cases how can someone give feedback on unknown procedure?
