Very hard puzzles usually have much fewer attempts so that it's easier to affect their rating, especially if someone with significantly lower rating succeeds (having many high rated users fail and low rated succeed would further increase puzzle's rating deviation). And I can imagine the hardest puzzles could become a frequent target.
Another argument: a frequent way to reach a puzzle via direct link is from a forum discussion where someone disputes the puzzle, it's solution or (deemed) alternative solution. Such discussion usually contains hints or even a solution.

So my suggestion would be leaving those picked puzzles unrated, but having them in your tactics history - so you can see what you tried to solve - and it would eliminate the described way of cheating as well.

I don't see a reason to omit them from your history either, except for those that you had already solved before.
