aborting game at outset

What is the rule? I can't find it anywhere. Can a player abort a game at move 1 without opponent consent?
And why do people do it so often? They don't like the pairing, or don't like the opening, or had a notion to play but changed their mind? Seems odd to allow someone to seek a game and then cancel it on a whim, or for a competitive reason (oh, I don't know how to play against 1 d4, I'm a 1 e4 kind of guy)

In my experience, it's ELO related. Some people just want to play against higher rated players.
Solution: play tournaments. If they don't play there, you get the points
