Why is my otb improving but my online ratings not?

(This is not my main). I have been stuck at a not very good low rating at around 2050-2100 for the past few months.
My highest is 2300 which i had maintained for a long time until a few months ago when I dropped more than 200 points. My OTB is improving a lot but why are my online ratings not?
I don’t mean it that way, i meant that it was a low for me
It could be that you have 18 games in Total Played in Rapid Blitz & Bullet Combined
It could be that you play people who are only good in their village, and online you play people that actually know how they pieces move.
I have a theory, it's the one trick pony theory. You might have 20 or so players locally you play with. You play them regularly and you can learn their tricks, come back and counter/avoid them. But what happens when you play online?

You are playing a whole army of one trick pony experts. These people individually know how to play certain lines over and over and over and over and over and over and over and over and over again. Then they play them over and over and over and over and over and over until it's not over. Next day, they do the same thing.

So, it's not like you know who you will be paired up with. You're basically in a casino online gambling against the house always to get paired with a player that doesn't know enough to trick you. It's like in the Searching for Bobby Fischer movie, the coach didn't want Joshua to play in the park anymore. You can learn dirty tricks of the trade but they only get you so far.

There could be an option to set a tournament time and record your pairings. Instead of randomly getting new opponents every day, maybe people could indicate when they want to play again. Make it a point to play at that time and the server could then pair up opponents who have played before.
