Who decided that I quit a game? And why?

Either you have aborted too many games,
or you have not played the games you started,
or you quit games without resigning.

it's a message I've got when tried to start game.
I neither aboarted games nor quited game without resigning.
Why I've get this message?
Maybe it has to do with your last game. You were being mated by force in 1 move in a 5 minute game in which you had 3:45 left on your clock. You timed out, refused to move. Think maybe that was it?
I do not know such a chess rule: do not spend more than 3:45 per single move. I was on the page and I thinked.

And it doesn't matter what a position on the desk.
Here 90% of players will play with a lonely king and couple of pawns against a queen and rooks, and winning a game by time, though they should resign.

And these 90% of players should be banned because they do not resigning in the losing stance. If they do not resign in the losing stance, why should I do?

And please, if there is any rule that I have to mandatory resign if somewhere may be mate in NN moves, please inform me about such a rule.

If such a rule exists, I will claim my opponents to resign on the second move, because there may be mate in 5, 10 or 30 moves.

No one asks you to resign. Play the move, finish the game. Stop wasting people's time, in game and here :p
I do not claim my opponents to move when opponent is about mated. He has 5 minutes of time and I will wait for his move these 5 minutes. And please do not limit me in time per every move.

So, is there any rule that prohibits me to spend all the 5 minutes for single move?

If you played the entire game in 1:15, then you weren't actually 'thinking' for 4 minutes about how you only had 1 legal move, especially if you didn't even play it. You were just mad and decided to make your opponent wait it out.
@Yezy you think it's a rule issue and everyone else thinks it's a character issue :-D this should tell you that in chess it is sometimes more about sportsmanship and character than rules. After all, it's just a game.
