Low rated players are typically not well rounded in terms of chess knowledge and pattern recognition. That's mainly why they're low rated.

like 20 in chess.com with +95% each game but only 4 on lichess, i felt bad for the ones that i cheated agaisnt on lichess but not chess.com cause they deserve it

Yeah I agree, rating is just a number to evaluate your real elo, it doesn't determine whether u r good or else
cheaters are dumb cause they gain 2000 points of elo and then they get banned for it so all they did was a waste of time
Cheating has a large psychological component to it, rather than a purely competitive one. Cheaters do not necessarily cheat to attain the highest possible rating, but to delude themselves into believing they are competent chess players.

Saavy cheaters that know something about chess typically pick a rating range which they believe reflects their "actual strength" and then cheat selectively and strategically to maintain a "believable" rating in that range. For this reason, I believe that the overwhelming majority of cheaters are between the 1700 - 2100 range. My own experience on the other site largely confirms this.

For example, a cheater rated 1800 will "naturally" gamble their rating against lower rated players, but will cheat when faced with higher rated players within their "believable" rating range. "I can beat this 1900 player on my own, but why risk losing trying to prove something I already know is true?"

By and large, the lower rated cheaters only cheat when facing higher rated players within a believable range that they believe they can beat in theory. Their losses largely come in games against lower or roughly equally rated players that they feel comfortable playing naturally (as cheating all the time is also psychologically deflating since cheaters need to know that they have some talent for the game on their own).

So, in my opinion, you are most likely to face cheaters in the 1700-2100 range.
