The game starts by wanting to mobilize your forces.
The first duty of a chess player is to recce the territory.
So the first move is a pawn to see what the opponent would do with that move. It also mobilizes a bishop. It's a minor piece and the only minor piece that is not mobile in the initial position. This is why b3, e4, e5 or g3 are played. There is a reason for all 4 of these pawns.
The major pieces will be mobilized as the pawn structure forms.
As the pawn structure forms, there is more space behind the pawns to manoeuvre the pieces. More weak squares to use as outposts.
