Yet, this account is still active and the player has not been banned either! Please let me know what I can do about this. Lichess doesn't seem to be worried...
Even complaining about it did not help!

You should report the user at https://lichess.org/report . Public shaming won't help the issue be dealt with and is against Lichess's rules.

He might have been chatbanned, but not playbanned. If so, then you would not have been informed about it.

Ok. My wild guess is the guy got away with a warning (which you won't know). Seems incomprehensible, but you can't contest the decision.
@sheckley666 if you report someone for a chatban, you still get a "someone you reported was banned". Based on the wording of #1 I assume this was not the case

I reported something similar and the account is still active although they have not logged on since. Just block and move on. It's fairly rare here especially for a free anonymous site.
