I agree it's not the exchange variation
But worth having a look at

Steinitz thought 2 e5 is the strongest , but 2...d6 seems good for black.
Nimzovich thought 1 e4 e6 2 d4 d5 3 e5 is the strongest, but after 3...c5 black has the initiative with attack against d4.
Nimzovich believed 3 Nc3 weak because of either 4...Bb4 or 4...dxe4
Tarrasch preferred 3 Nd2 so as to avoid ...Bb4, but 3...c5 as well as 3...Nf6 seem OK for black.
3 Bd3 violates the opening principle: knights first. 3...dxe4 4 Bxe4 Nf6 is fine for black
After all the exchange 3 exd5 is not that bad and with the early c4 it is not that drawish

Violate opening principle ? Then Scandinavian defense should be dismissed as well ? :-)
3.Bd3 is quite interesting imo and not easy to refute.

I forgot that not only GM Harikrishna recommends the Exchange line in his book but so does IM Sielecki in his 1.e4 book.
Of course white needs to play well and avoid the symmetry.

Ok, the best move is 3.Nc3 and it has lots of theory, live with it.
