How to import the lichess puzzles (csv file) into a Database

I downloaded lichess puzzles file in csv format. How to convert csv to pgn?

You would need a program to do that because the csv format has the position *before* the move by the opponent.

After downloading and expanding the zip files, one ends up with
495 PGN files in 5 folders, organized by ECO code.
