I guess every game like this has a tiny amount of luck in simply the fact that you are playing another human being. Your opponent could "luckily" have a real world emergency and you end up winning because of this despite a perhaps large difference in skill. Hopefully this is a rather rare occurrence.

Short term luck is an important factor. On the long run it's not
its only a game of luck if you're bad.
As with life in general, you create your own luck.

Chess is not a game of luck. You need to have skill to win the game. Okay, sometimes people might accidently make blunders or people might lose time, but chess is not a game of luck.
yeah it's kind of like Niemann, he got lucky or something, but now he is drifting down to his true rating.
