And that's why you don't block your white bishop in with d3. The guy totally deserved it.
There was an article — "The Unknown Petroff Countergambit" — in the California Chess Journal some 10 years ago about this line. That variation on the Legal theme also shows in:

1. e4 e5 2. Nf3 Nf6 3. Nxe5 Nc6 4. Nxc6 dxc6 5. e5 Ne4 6. d3 Bc5 7. dxe4 Bxf2+ 8. Ke2 Bg4+ -+

One of my favorite games ever put an old Morphy theme to work:

Morphy-Lyttelton Birmingham 1858
1. e4 e5 2. f4 exf4 3. Nf3 g5 4. h4 g4 5. Ne5 d6 6. Nxg4 Be7 7. d4 Bxh4+ 8. Nf2 Bxf2+ 9. Kxf2 Nf6 10. Nc3 Qe7 11. Bxf4! Nxe4+ 12. Nxe4 Qxe4 13. Bb5+! Kf8 14. Bh6+ Kg8 15. Rh5 Bf5 16. Qd2 Bg6 17. Re1
1-0

Then that Petroff countergambit showed up in:

1. e4 e5 2. Nf3 Nf6 3. Nxe5 Nc6 4. Nxf7

One of the reasons 3…Nc6 is worth a try is that Cochrane's sacrificial idea is just bad with a knight on c6 instead of a pawn on d6.

4… Kxf7 5. d4 Nxe4!

Black can see Morphy's idea coming at move 8.

6. Qh5+ g6 7. Qd5+ Kg7 8. Qxe4 Bb4+

This isn't possible in a normal Cochrane Gambit because the bishop is blocked at d6. Black won in a few more moves.
