The move b4 in the Sicilian is somewhat like the move ...b5 in the Benkö gambit, to lure the c-pawn away and open the path for your d-pawn.
Fischer played a nice game with b4 on move 7.

what a discovery, however after 6. a3 if black is an attacking player they can try Qa5 to pin a-pawn which white cant move and black has easy plans and advantage is more clear
