Anish Giri’s stylish 27-move win in the Ragozin

I'm not sure whether I can fully answer any of these questions but to the degree that I can:

Q1) I think Ne4 is logical and thematic in many ways including: centralising the knight even further, using the momentum and initiative to reposition more aggressively, to further use tempi, to possibly dislodge the queen and further complicate the position. If Qf5 there can follow Bd3 and ideas such as dxe3 are mere recipes for disaster after fxe3 where the Rook is now in play. Further, it also means a3 comes with a term I can now phrase - 'utmost tempo', seeing as the Bishop is now forced to move since Bxc3 is no longer an option.
All in all it seems Ne4 either forces the Queen into more trouble or else backwards which costs time.
If there was a finer reason I'll be happy to hear your thoughts on it.

Q2) Qb3 is the obvious response. All of white's forces are about to blast fire. The threat of Nxf5 as well as the obvious QxB as well as Nh4 and of course fxe3 unleashing the Rook are all too strong. White is too dynamic, too positionally well placed for black to survive.

Q3) This is a tougher one to answer but potentially e5 from black and if possible to follow with (not necessarily in this order or at all) Nf6-e8-d6 / Bc7 / f5 / Rac8 / e4.
But I hardly see something concrete.
Historic chess game and moment, giri created a miracle, I have always liked his chess game, his game with Carlsen is even more exciting than other chess games~
