1. Chess is a Way of self-improving. But how to make it Infinity? You should play weaker players - it can make your rating better, but skill lower, so the Way is longer and longer.
2. If you are a weak player, you can join special Teams for weak players, and there you could train yourself.
3. Anyone, if you are weaker than somebody, you can cheat! It also doesn't develop your skills.
